Well to be completely honest, its a lot of work to learn to do Flash websites. I could go on and on about how to do, but I am no expert. It is easiest for me to see how something is done and be able to change it and play with it. There is no one way to do a flash website so check a bunch out. One great source again for flash is FlashMo.com - they have tons of great free flash website templates to use.

I would recommend using one of these first to see if you are up for it. There are other sources like Gaia - a flash framework plugin - http://www.gaiaflashframework.com/ - I had trouble using it a while ago, but that was before I became more serious about web design. I am thinking of giving it a go again.
