There are a ton of pre-built CSS Based Menus out there. They may use jQuery or MooTools, but some are just simple and do not want a special effect.

You will surely find a load of menus. Now CSS is not the only way, you might also want to check out Flash based XML menus. They provide a neat way of showing off your skills as well.
